Public Administrations tripled their investment in UPS in 2024, prevention for the great blackout?
Last April 28, 2025, Spain and a large part of the Iberian Peninsula experienced an unprecedented massive power blackout, which left millions of people without electricity for almost 23 hours. The incident, which began at around 12:33 pm, affected all of peninsular Spain, Portugal, Andorra and parts of southern France, paralyzing critical infrastructures such as trains, subways, airports and telecommunications.
The exact cause is still under investigation, although Red Eléctrica de España (REE) ruled out a cyber-attack and suggested a sudden disconnection of 15 gigawatts, equivalent to 60% of electricity production, possibly due to grid instabilities or generation failures, including solar.
There were several sectors, infrastructures and companies that were able to maintain their activity thanks to generators and UPS. In fact, these ensured that the cloud did not shut down, that hospitals continued to operate, that the media were able to report what happened or that airplanes maintained their operations until the crews had difficulties in accessing the facilities due to the traffic chaos.
From AdjudicacionesTIC we wanted to analyze the number and volume of tenders and awards in UPS technology from January 2024 to April 2025, as well as the comparison with the previous year.
The overall trend shows an increase in the amount awarded in 2024 compared to 2023, despite a slight decrease in the number of awards.
Comparing the 2023 and 2024 evolution graphs, it can be seen that:
In 2023, the amount awarded peaked in April (around €35M), while the number of awards was highest in May (around 15).
In 2024, the amount awarded showed a peak in October (around €20M), with a similarly high number of awards (around 15).
The total amount awarded in 2023 was 16,790,792.41 with 133 awards, while in 2024 it was 55,945,434.53 with 127 awards, indicating a significant increase in the amount in 2024.
Both years show fluctuations, with months of low activity (January and December) and months of high activity (April 2023 and October 2024).
The peaks in amount and number of awards do not always coincide, suggesting that higher value contracts do not necessarily imply a higher number of awards.

Main bidders and successful bidders
Analyzing the main bidders and successful bidders in the period analyzed (January 2024 to April 2025), we find that the Andalusian Health Service (SAS) leads with the largest amount tendered, reaching €30,850,000.00, which represents the largest portion of the graph.
It was followed by the Confederación Hidrográfica del Tajo, the Spanish Institute for Foreign Trade (ICEX), Aena-Aeropuertos Españoles y Navegación Aérea and Metro de Madrid, S.A., in terms of volume of tenders.
Focusing on the awarded companies, Ilunion Emergencias leads with the largest amount awarded, reaching €30,850,000, representing the largest portion of the graph. Next, by volume, we find UTE Adasa Sistemas - Global Omnium Idrica, Euskaltel, Moyano Telsa Sistemas y de Telecomunicaciones, Servoe Servicios and Salicru, the latter two with lower but relevant amounts within the top 7.
