UPS technology awards in 2024
On April 28, 2025, Spain and a large part of the Iberian Peninsula suffered an unprecedented power failure, leaving millions of people without power for almost 23 hours. The incident, which began around 12:33 p.m., affected all of mainland Spain, Portugal, Andorra and parts of southern France, paralyzing critical infrastructures, such as combo stations, subways, airports and telecommunications services.
The exact cause is still under investigation, although Red Eléctrica de España (REE) has ruled out a cyber-attack and suggested a sudden disconnection of 15 gigawatts, equivalent to 60% of electricity production, possibly due to network instability or generation failures, including solar energy.
Several industries, infrastructures and companies were able to maintain their operations thanks to the managers and UPS. In fact, they ensured that the cloud did not disappear, that hospitals continued to operate, that the media were able to report what happened and that aircraft continued to operate until the crews faced difficulties in accessing the facilities due to traffic chaos.
In this context, the TendersTool would like to analyze both the volume and the number of investments made by Portuguese public administrations in UPS technology in 2024.
The total of 14,376,924.87 euros in 91 awards indicates that, on average, each award was worth approximately 157,988.18 euros.
Trends and Standards
The analysis of the different graphs of the study allows us to draw some important conclusions.
- Significant variation in the value awarded throughout the year
The value awarded shows large minor fluctuations, with notable peaks in July, August, September and December 2024, where it exceeds 2 million euros. In other months, the value is considered significantly lower.
- The number of awards does not directly accompany the value awarded.
Although some months have high allotment values, the number of allotments in those months is not necessarily the highest. For example, July and December have high values, but the number of awards is similar to other months.
- July and December are the months with the highest value of the contracts awarded.
These two months stand out clearly in relation to the others, suggesting that, in these periods, large awards or contracts of higher value occurred.
- The annual total is dominated by few months
The total amount awarded (€14,376,924.87) is strongly influenced by the months of July, August, September and December, which account for most of the annual amount.
- The total number of awards is relatively constant, but with slight variations
The number of awards per month varies between 5 and 13, without great extremes, indicating a certain regularity in the number of processes, but with punctual variations throughout the year.

Main winning bidders and successful bidders
APA - Administração do Porto de Aveiro, S.A. stands out as the main bidder, with 2.185.915,03€, representing a significant share of the total awarded among the seven main bidders.
Among the seven largest awardees, five are groups of schools or educational institutions, showing that the educational sector is one of the main investment destinations. Except for APA, the other six awardees present relatively close values, varying between about 873 thousand and 1 million euros, indicating a more balanced distribution among them.
As for the main bidders, MEO - Serviços de Comunicações e Multimédia stands out clearly with €5,509,923.02, accounting for more than half of the total value awarded among the seven main bidders. The second biggest winner was GMVIS Skisoft, followed by MAXIGLOBAL and BCN.
The listed bidders operate in different technology segments, including communications, IT services, equipment and consulting, showing diversity in the type of services contracted.
